Count the number of vowels (a, e, i, o, u) in a given string. The count should be case-insensitive.
Examples:
Input: str = "Hello World"
Output: 3
Explanation: The vowels are 'e', 'o', 'o' (3 total)
Input: str = "APEX"
Output: 2
Explanation: The vowels are 'A', 'E' (2 total)
